Position Overview
SoftDev Incorporated is seeking a highly skilled Statistician / Senior Research Analyst to support the Medicare Health Outcomes Survey (MHOS) Analysis project for the Centers for Medicare & Medicaid Services (CMS). This role will provide advanced statistical and analytic expertise to support the development, evaluation, and refinement of methodologies used to assess quality and performance of Medicare Advantage (MA) contracts. The ideal candidate brings strong quantitative skills, policy awareness, and experience applying rigorous statistical methods to high-stakes federal health programs.
Key Responsibilities
- Apply advanced statistical methods—including regression analysis, econometrics, simulations, and modeling—to support MHOS data analysis and reporting.
- Design, evaluate, and refine analytic approaches that ensure reliability, validity, transparency, and methodological rigor in the measurement of MA contract quality and performance.
- Conduct longitudinal analyses, case-mix adjustment, sensitivity analyses, and approaches to address low enrollment and small sample sizes.
- Analyze MHOS survey data and related datasets to assess beneficiary health outcomes and performance trends at the contract, state, and national levels.
- Interpret analytic findings and develop clear, policy-relevant recommendations to support CMS decision-making.
- Contribute to the development and documentation of analytic methodologies, technical specifications, and reports for CMS review and approval.
- Collaborate with CMS stakeholders, statisticians, researchers, and analysts to support recurring annual production cycles and ad hoc analytic requests.
- Ensure adherence to CMS timelines, quality assurance standards, and governance processes.
Required Qualifications
- Graduate degree in business, economics, statistics, biostatistics, public health, or a related quantitative field (or equivalent combination of education and experience).
- Demonstrated expertise in advanced statistical analysis, including regression techniques, econometric methods, and quantitative modeling.
- In-depth knowledge of policy implications of analytic and methodological decisions, particularly as they relate to Medicare Advantage quality and performance measurement.
- Experience designing and evaluating methodologies that account for reliability, validity, transparency, and statistical fairness.
- Proven ability to analyze complex, large-scale datasets and translate results into actionable insights for policy and program audiences.
Preferred Qualifications
- Experience supporting CMS, Medicare Advantage, or other federal health quality measurement programs.
- Familiarity with survey-based analysis, patient-reported outcomes, and longitudinal health data.
- Experience working in a CMS-style environment with formal review, approval, QA, and documentation requirements.
- Proficiency with statistical software such as SAS, R, Stata, or similar tools.
