*This opening is contingent upon contract award in direct support of a contract at the Centers for Medicare & Medicaid Services (CMS) located in Baltimore, MD.

SoftDev is looking for a qualified candidate to serve as a Program Manager supporting a contingent contract with CMS.  The ideal candidate will have at least 10 years of experience organizing, directing, and managing large, complex projects and multiple personnel on CMS mission-critical systems and functionality related to the Affordable Care Act (ACA).  The ideal candidate has direct experience in CMS analytics systems and cloud architecture implementations, data services and registries, data warehousing and business intelligence (BI) technologies.

Key Duties & Responsibilities:

  • Provide comprehensive account support for the task order with full authority to execute on all task order requirements
  • Resolve issues and perform program management and oversight of day-to-day work activities
  • Serve as the central point of contact with CMS for all program issues
  • Implement projects adhering to the U.S. Digital Services Playbook
  • Create an overall program vision, strategy and accompanying Roadmap
  • Set up efficient and effective communications and relationships with internal and external stakeholders
  • Work with business owners/stakeholders in identifying the purpose of each project and its alignment with their business plan and develop action plans as necessary
  • Work with business owners/stakeholders in establishing an effective communications plan
  • Identify hot points needing immediate attention and prioritize gaps that need to be filled
  • Set up various logs, including risk, issues, decisions, benefits, lessons learned
  • Evaluate and implement metrics for managing quality control and project/program performance. 
  • Ensure that governance requirements are met and proper gate reviews executed
  • Assist in the standardization of processes to ensure smooth operations
  • Coordinate the opening and closing of projects as needed
  • Ensure the proper level of monitoring & control and the metrics needed to manage that process
Qualifications:
  • Bachelor’s degree or higher
  • 10+ years of program management experience managing multi-disciplinary project teams
  • Experience in managing a similarly scoped contract with transition to scaled agile in a cloud architecture at CMS 
  • Understanding of CMMI ML3 processes preferred
  • PMP certification required
  • Certification in one or more of the following: Scaled Agile Program Consultant (SPC), Certified Agile Practitioner (PMI-ACP), PMI certified Program Management Professional (PgMP), SAFe Agilist
  • Experience with the CMS BI programs/projects, cloud architecture implementations
  • Experience with CMS XLC processes
  • Demonstrated skill in the management and control of schedule and resources
  • Demonstrated ability in managing complex multi-task projects and multiple projects at the same time
  • Demonstrated ability to manage project risks and issues
  • Excellent client and team building skills
  • Excellent verbal and written communication skills
  • Assist in the standardization of processes to ensure smooth operations
  • Ensure the proper level of monitoring & control and the metrics needed to manage that process
