SoftDev is searching for a Director of Measures Development to be responsible for leading our efforts in the areas of measure development and testing projects and coordinating our efforts around measure approval and adoption for the U.S. Department of Health and Human Services (HHS), Centers for Medicare & Medicaid Services (CMS). The successful candidate will serve as our leader and facilitator in the development and maintenance of quality measures, focusing on designing, implementing, and evaluating data-driven solutions.

Responsibilities
  • Serves as principal subject matter expert across the organization for designing, implementing, and evaluating data-driven solutions that support the measure development activities
  • In conjunction with CMS, develop and implement clinical quality measures and other measures prioritized by CMS
  • Manage team responsible for all aspects of specification development and maintenance for clinical quality measures
  • Recruit healthcare providers to actively participate in projects and initiatives including, but not limited to, work under the CMS Measure and Instrument Development and Support (MIDS) contract
  • Guide providers and electronic software vendors in the testing and implementation of both measures developed de novo and measures that are updated and refined
  • Participates in national consensus-based initiatives to maintain and evolve the technology standards used in electronic clinical quality measures (eCQMs) and has a thorough understanding of quality improvement and measure specification methodologies
  • Participate in go/no go decision making for all MIDS task orders, including identification of potential partners
  • Collaborate with company executive leadership to enhance operations that impact project delivery capabilities
  • Develop and leverage effective relationships with senior level leaders in partner organizations, stakeholders' organizations, local, state and federal governmental officials, and healthcare providers
  • Work as directed on a multi-disciplinary team to respond to request for proposals from federal, state and local governments as well as other external business concerns
  • Work collaboratively with SoftDev management to assist in achieving the metrics and goals outlined in each contract cycle and specifically to coordinate activities across contracts in the areas of measure development and maintenance
  • Identify and manage new business opportunities with non-CMS organizations
  • Monitors financial and budget reports
  • Allocates both human and financial resources in an appropriate and responsible fashion
  • Other duties as assigned

Qualifications
  • A Master's degree in a related field. Doctorate preferred. Certified Project Management Professional (PMP) is preferred
  • A minimum of 10 years' experience in a clinical setting with 5 years' leadership experience. Experience with clinical quality measures development is required
  • Demonstrated experience in the development, specification, and testing of clinical quality measures with an emphasis on electronic clinical quality measures (eCQMs)
  • Demonstrated experience with the National Quality Forum measures endorsement process
  • Proven ability to manage the contract at a strategic level including managing and navigating internal and external customer relationships
  • Demonstrated experience with having authority and accountability for meeting all contract deliverables and requirements within budget and the use of appropriate tools to track project deliverables such as project plans and timelines
  • Demonstrated experience in project management that includes strategic planning, risk management, change management, data analysis, project management techniques and tools, defining project tasks and resource requirements, assembling and coordinating project staff, managing resource allocation, providing direction and support to a project team, coordination, implementation, execution, control and successful completion of projects
  • US Citizen or Green Card holder
