Position Overview
The Senior Developer will provide technical expertise in designing, developing, and enhancing web-based applications and database systems that support the Social Services Block Grant (SSBG) program and related federal initiatives. This role requires extensive experience in building complex applications, ensuring compliance with federal IT standards, and implementing user-friendly solutions for program staff and grant recipients. The Senior Developer will collaborate with cross-functional teams to deliver high-quality, secure, and accessible software products. This project supports the Administration for Children and Families (ACF), Office of Community Services (OCS).
Key Responsibilities
- Design, develop, and modify complex software applications and specialized database programs to meet the needs of federal programs, preferably SSBG.
- Analyze user requirements and translate them into scalable, functional web and software solutions.
- Develop and customize databases within application areas, ensuring data integrity and performance.
- Support and enhance the SSBG Portal or similar federal program data management systems.
- Ensure compliance with federal IT requirements, standards, and security protocols.
- Implement Section 508-compliant web-based products to ensure accessibility for all users.
- Apply agile development methodologies, including sprint planning, backlog management, and user story refinement.
- Collaborate with business analysts, data experts, designers, and other developers to deliver high-quality applications.
- Troubleshoot, debug, and optimize applications for performance, security, and usability.
- Develop user-friendly interfaces and solutions that enhance the customer experience for federal staff and SSBG grant recipients.
Required Qualifications
- Minimum of eight (8) years of experience designing, developing, and modifying complex applications, software, and databases, preferably supporting federal programs such as SSBG.
- Proven ability to analyze user requirements and deliver customized web/software solutions, including database design.
- Strong knowledge of federal IT requirements and compliance standards.
- Proficiency in web development languages and frameworks (e.g., HTML, CSS, JavaScript, modern frameworks such as Angular, React, or Vue).
- Deep understanding of Section 508 accessibility compliance for web-based applications.
- Hands-on experience with agile methodologies (sprints, user stories, backlog management).
- Strong collaboration skills with demonstrated success working in cross-functional teams.
- Excellent problem-solving skills with the ability to design and implement user-friendly web interfaces.
- Bachelor’s degree in Computer Science, Information Technology, or related discipline.
- Must have or be able to obtain a Public Trust clearance.
Preferred Qualifications
- Prior work experience with the SSBG program at the ACF.
- Familiarity with federal program reporting systems, data management platforms, and portal development.
- Experience developing secure applications in compliance with federal security frameworks (e.g., FISMA, NIST).
