The Engagement Program Manager (EPM) is responsible for the centralized administration, coordination, and oversight of all deliverables under the Statement of Work (SOW). The EPM is the primary liaison between the contractor and the Government, ensuring deliverables meet contractual requirements and are acceptable to the Office of Primary Responsibility (OPR) COR.

This role requires strong leadership, program management expertise, and the ability to engage with senior leadership to ensure that contract services and deliverables align with mission priorities. The EPM directs and coordinates the performance of contractor personnel, manages day-to-day operations, and oversees the allocation of human and material resources to achieve program objectives.

Key Responsibilities

  • Provide centralized administration of all deliverables to ensure quality, compliance, and timeliness in accordance with the SOW.
  • Serve as the primary point of contact with the OPR/COR, OPR Program Manager, and Division leadership, regularly participating in senior-level discussions and briefings.
  • Assist in planning, directing, and coordinating the work and performance of all contractor personnel assigned to the contract.
  • Support the formulation of policies and manage daily operations to optimize performance and service delivery.
  • Oversee allocation of resources, including staffing and materials, to achieve mission objectives and contract requirements.
  • Monitor, evaluate, and report on contractor performance to ensure expectations are consistently met or exceeded.
  • Ensure the development and submission of high-quality deliverables and reports.
  • Maintain availability for on-site meetings within a 50-mile radius of Washington, D.C. within 24 hours of notification; availability beyond 50 miles will be coordinated with the COR/CO.
  • Collaborate with the COR/ACOR and/or Government Acquisition PM on the coordination and implementation of Task Order services.
  • Ensure all communications, reports, and deliverables reflect accuracy, professionalism, and compliance with tradecraft and Government standards.

Required Qualifications

  • Education: Bachelor’s degree in Business, Management, or a related field.
  • Experience:
    • Minimum of 8 years specialized experience or 10 years general office-setting experience.
    • At least 3 years of program management experience, including oversight of performance and deliverables.
    • At least 2 years specialized experience managing complex business functions or activities and supervising teams delivering products and services.
  • Proven ability to lead cross-functional teams and interact with senior Government officials.
  • Strong organizational, communication, and analytical skills with the ability to deliver under tight deadlines.
  • Must be a U.S. Citizen.
  • Must have or be able to obtain a Top Secret clearance.

Preferred Qualifications

  • Work experience with U.S. Customs and Border Protection (CBP) or related homeland security/defense programs.
  • Experience in federal contracting environments with performance-based service delivery.
