Overview
SoftDev seeks a highly skilled Senior Policy Analyst to support the Administration for Children and Families (ACF), Office of Community Services (OCS), in the development, implementation, and oversight of the Community Services Block Grant (CSBG) Performance Management system (COMPAS). The Senior Policy Analyst will play a critical role in advancing performance management, providing technical assistance, and ensuring that CSBG data and outcomes inform policy and program decisions at the federal, state, tribal, and local levels.
Key Responsibilities
- Serve as a subject matter expert on federal block grants, poverty alleviation, and social services policy, with an emphasis on CSBG performance management.
- Provide policy and program analysis to support COMPAS, including the integration of CSBG State Plans, Tribal Plans, Annual Reports, and Tribal Annual Reports into performance management systems.
- Collaborate with OCS leadership and contractor teams to help develop and maintain the Detailed Work Plan (DWP), Project Management Chart (PMC), and product roadmap.
- Conduct research, draft policy memoranda, briefing materials, and reports for senior government officials.
- Support stakeholder engagement, including training and technical assistance (TTA) for OCS staff, state administrators, tribal entities, and CSBG-eligible entities on performance data use.
- Provide policy insights and technical expertise to enhance OCS’s in-house capacity for performance data use, program oversight, and decision-making.
- Represent the project in interagency, federal, and external stakeholder meetings, delivering professional briefings and updates.
Qualifications
- Master’s degree in Public Policy, Public Administration, Social Work, Economics, or related field (PhD preferred).
- 8+ years of experience in federal or state social services policy, program evaluation, or performance management.
- Demonstrated expertise in block grants, poverty programs, and performance measurement frameworks.
- Experience with data analysis, reporting, and visualization in support of policy decisions.
- Proven experience in stakeholder engagement, facilitation, and technical assistance delivery (virtual and in-person).
- Exceptional written and verbal communication skills, with the ability to translate complex technical and policy information into plain language.
- Ability to work independently and collaboratively in a fast-paced, agile, and multi-stakeholder environment.
