Overview
The Project Manager (PM) will provide overall leadership, quality oversight, and strategic direction for the Social Services Block Grant (SSBG) project. This individual will serve as the primary point of contact for the Administration for Children and Families (ACF), Office of Community Services (OCS), ensuring that all work deliverables, technical assistance, and reporting activities meet established acceptance criteria and contribute to the effective and efficient use of SSBG funds. The PM will lead multidisciplinary teams, manage federal contracts, and provide training, technical assistance, and communication support to both federal staff and SSBG grant recipients.
Key Responsibilities
- Serve as the primary quality control lead for project management, ensuring all work aligns with contract requirements and federal standards.
- Manage day-to-day operations of the SSBG project, including task orders, deliverables, reporting, and ad hoc activities outlined in the PWS.
- Oversee data management activities, including collection, reporting, validation, and verification using user-friendly tools and technology.
- Provide training and technical assistance to federal offices and SSBG grant recipients to strengthen reporting, data quality, and compliance.
- Collaborate with stakeholders to identify business requirements, challenges, and opportunities; translate these needs into actionable tasks for IT and development teams.
- Maintain timely and ongoing communication with OCS staff and SSBG grant recipients.
- Track and assess performance measures to evaluate effective and efficient use of SSBG funds.
- Set and meet realistic project goals and targets, aligning staffing and resources to meet capacity demands.
- Recruit, supervise, and mentor staff to ensure consistent and adequate project staffing. Maintain a roster of employees with defined roles and responsibilities.
- Act as a strategic leader, ensuring quality oversight and control for technical assistance, reports, and deliverables.
- Ensure that all project deliverables meet OCS acceptance criteria and deadlines.
Required Qualifications
- Minimum of five (5) years of experience serving as the primary quality control lead for project management, preferably in data management and technical assistance.
- Proven track record of managing federal contracts and projects, with preference for prior experience supporting the SSBG program.
- Strong knowledge of SSBG reporting requirements and data validation processes.
- Demonstrated experience facilitating large-scale data collection, reporting, and validation efforts.
- Strong collaboration skills, with experience bridging communication between business teams and IT/development teams.
- Excellent leadership skills with a record of managing and leading multidisciplinary teams.
- Exceptional written and verbal communication skills; ability to maintain ongoing contact with federal staff and grantees.
- Experience developing, tracking, and assessing performance measures for program evaluation.
- Bachelor’s degree in technology, public policy, public administration, business administration, economics, political science, communications, planning, statistics, or a related field.
- Must have or be able to obtain a Public Trust clearance.
Preferred Qualifications
- Experience working with the SSBG program at the Administration for Children and Families (ACF).
- Familiarity with federal program reporting systems, performance accountability frameworks, and data-driven decision-making.
